Stop the District !

STOP the District is a grass roots organization formed to abolish the Montrose Management District and its taxation without representation of businesses in Harris County, Houston, Texas. Read more on how and why we intend to abolish this unfair taxing authority.

What is the Montrose Management District?

This district was consolidated from the former Harris County Improvement District No. 6 (the East Montrose Management District) and the former Harris County Improvement District No. 11 (the West Montrose Management District) at an unpublicized Board of Directors meeting in February 2011. Each of the former districts was imposed by petitions requiring only 25 signatures amounting to less than 3% of the affected properties. The district has the power to assess taxes, issue bonds, and more...

Who does it effect?

All commercial properties owners and multi-family properties with 5 or more units within the boundaries of the Montrose Management District are subject to a new tax in addition to property taxes already paid to the city. All other property owners are exempt. See map for details.

How does it effect you?

Properties in the former Harris County Improvement District No. 11 have been taxed ("assessed") an additional $0.125 per $100. Properties in the former Harris County Improvement District No. 6 have been assessed at $0.150 per $100. There is no restriction on what new rates the board of directors may choose to assess in the future.

What can I do to abolish the Montrose Management District?

The Montrose Management District can be dissolved by petition. You can join the 75% of your fellow property owners needed to abolish this undemocratic taxing authority. Through the strength of numbers we will STOP the district.
